On November 20th, 2006 the San Diego Workforce Partnership, guided by the School to Career Youth Council, will release an RFP to provide innovative education and training services to eligible low-income, at risk youth ages 14-21 in San Diego County. The purpose of the RFP is to direct federal Department of Labor Workforce Investment Act Title I Youth funds towards comprehensive educational and workforce services. Special emphasis will be placed on services to vulnerable youth populations such as dropouts or those at risk of dropping out, limited English speakers, court involved youth, current and former foster youth, youth with disabilities, runaway/homeless youth, and children of incarcerated parents or siblings.
Workforce Partnership is seeking applications from collaborative partnerships that outline innovative program designs driven by community and individual youth needs. Proposed program designs must be able to successfully engage vulnerable youth and assist them to meet the federal performance outcomes such as completion of secondary school; placement in employment, post secondary school or advanced training; gains in literacy/numeracy skills; and attainment of occupational skills certificates.
In addition to meeting federal and local performance outcomes, programs must be able to: Provide opportunities for paid work in order to develop positive work habits and gain career exposure. Ensure meaningful and substantial connections to the world of work through partnerships with employers. Engage youth in opportunities that lead to educational attainment through alternative learning options and non-traditional educational supports.
The estimated amount of funds available for competitive bid contracts is $2.8 million. Funds will be allocated to each of the four workforce sub-regions (Metro, North, East and South) based upon an allocation formula that will be stated in the RFP. Contracts awarded will begin July 1, 2007 and have an annual term through June 30, 2008. Contracts may be extended for additional years contingent upon availability of funds, performance and board approval.
