Building Bridges Between Community Networks Project
RFP Information Page
The San Diego Workforce Partnership, Inc. (Workforce Partnership) is a 501(c)(3) tax-exempt organization that provides a variety of workforce development services to San Diego region businesses, residents, and education and training providers. Workforce development is a general term used to describe the process of preparing San Diego’s current and future workforce by integrating academic, vocational, and social services with job training and education.
The Workforce Partnership was awarded a competitive grant from the U.S. Department of Labor (DOL), Center for Faith-Based and Community Initiatives to build partnerships between local Workforce Investment Boards, One-Stop Career Centers, and grassroots Faith-Based and Community Organizations (FBCOs). The Workforce Partnership has formed a collaborative (the Collaborative) with All Congregations Together (ACT) and San Diego Career Opportunities Partners (SDCOP) to assist in the implementation of this grant. The Workforce Partnership is issuing this Request for Proposals (RFP) to interested FBCOs with experience in administering social services in the City Heights community and the desire to expand their services. Respondents must be located and provide services in City Heights as defined by the following boundaries: north – El Cajon Boulevard, south – SR-94, east – 47th-Chollas Creek-54th, and west – I 805-I 15. Please refer to the City Heights boundary map in Attachment A.
Under the Building Bridges Between Community Networks Project, FBCOs will provide employment and training services to individuals not currently accessing these services from the Metro One-Stop Career Center. The goal of the Collaborative is to ensure residents of City Heights who have limited English skills and cultural barriers are able to access employment and training services in the communities in which they live.
The major objectives of this RFP are:
Award funds to qualified FBCOs to provide employment and training services to residents of City Heights;
Award funds to qualified FBCOs to cultivate partnerships with businesses to provide services to individuals not currently served by the One-Stop Career Center Network; and
Increase access points to One-Stop Career Center services.
This RFP provides potential Respondents with background information, describes the desired services, guidelines for proposals, and the contractor selection process.
The Request for Proposals (RFP) will be issued on Monday, November 22, 2004.
Proposals must be received no later than 3:00 P.M. Pacific Standard Time, Wednesday, January 12, 2005.
