Adult and Dislocated Worker Supportive Services

The San Diego Workforce Partnership, Inc. (Workforce Partnership) is a 501(c)(3) tax-exempt organization that provides a variety of workforce development services to San Diego region businesses, residents, and education and training providers. Workforce development is a general term used to describe the process of preparing San Diego’s current and future workforce by integrating academic, vocational, and social services with job training and education.
The San Diego Workforce Partnership is seeking proposals from qualified organizations to operate a program to provide supportive services to clients enrolled in any One-Stop Career Center or branch site of the One-Stop Career Center Network. The Workforce Partnership plans to allocate up to $194,488 in Workforce Investment Act (WIA) funds for adult and dislocated worker supportive services. These funds will be used to provide supportive services to approximately 650 clients.
The Workforce Partnership’s goal is to fund a cost effective program that provides supportive services under the WIA legislation and the policies of the Workforce Partnership. WIA legislation states that supportive services may only be provided to individuals who are participating in core, intensive, or training services; and are unable to obtain supportive services through other programs providing such services. Supportive services may only be provided when they are necessary to enable individuals to participate in WIA Title I activities.
The term “supportive services” means services, including but not limited to, transportation, child care, dependent care, housing assistance, and basic needs assistance, that are necessary to enable an individual to participate in activities authorized under WIA Title I, consistent with the provisions of this title.
Supportive services ensure that the minimum needs of a client are met so that the client can remain in job search, training, and employment retention. Limited funds are available for clients and are issued based upon the need of each client to meet the training and employment goals documented in the Individual Employment Plan (IEP).
Purpose of this RFP:
The purpose of this Request for Proposal (RFP) is to procure a qualified provider to enter into a one-year (1) contract for the delivery of supportive services for Adult and Dislocated Worker clients, with the option to extend the term of the contract for up to two (2) additional years contingent upon need, demonstrated performance, and availability of funds.
The Workforce Partnership is looking for innovative ways to deliver supportive services to Adult and Dislocated Worker clients. This RFP is being issued to attract applicants from for-profit organizations, non-profit organizations, public agencies, and collaboratives of these organizations that reflect an entrepreneurial spirit, an emphasis on results, measurable outcomes, commitment to partnership, and who have the ability to leverage the cost of operations.
The Request for Proposals (RFP) will be issued on Wednesday, January 19, 2005.
Interested organizations must submit a Notice of Intent to Submit a Proposal no later than 3:00 P.M. Pacific Standard Time (PST), on Wednesday, February 2, 2005
Proposals must be received no later than 3:00 P.M. Pacific Standard Time, Wednesday, March 2, 2005.
